Community Scheme living is an efficient form of property ownership. It has been the fastest-growing property sector in South Africa over the past two decades. There are in excess of  100 000 Community Schemes registered in the country, with an estimated national arrear levy funding requirement in excess of R5 billion and a further R1 billion required annually to conduct maintenance projects. Community Schemes borrow money, as encased in the sectional title legislation, not due to financial mismanagement but rather due to non-performance of unit owners (not tenants) in paying their levies.
